In practice that means expressing risk in a small number of legible levels rather than raw data, so the person responsible can respond with confidence instead of guessing. Crucially, protection keeps a human in command: the system does the tireless watching, understanding, and forecasting, and a person makes the consequential decision. The machine's job is to make that decision faster, earlier, and better informed.

Why the stages only work together

The reason to think of these as four stages rather than four features is that each depends on the ones before it.
